WASHINGTON — The European Space Agency has crossed a historic threshold, approving its most ambitious budget yet while making a dramatic policy pivot toward defense applications. The agency’s Council of Ministers voted to approve a €22 billion ($27 billion) three-year budget in Bremen, Germany, including €1.
