Confidential Reports Expose Procurement Issues Amid War Efforts
Confidential audits of Ukraine’s military procurement system have revealed a pattern of inflated prices, contracts awarded to unreliable companies, and billions lost to fraud, waste, and mismanagement. The audits, conducted by Ukraine’s State Audit Service and an internal auditing department of the Ministry of Defense, covered military procurement during 2024 and 2025. According to the findings, officials repeatedly paid more than necessary for weapons and relied on intermediaries instead of buying directly from manufacturers. The audits were reported by The New York Times.
