Countries like Finland and Estonia have pre-delegated systems, allowing for faster decision-making, while others like Hungary and Slovakia face more challenges. The report also notes significant delays and financial burdens in projects like Rail Baltica, a railway construction initiative aimed at enhancing connection and unifying military corridors across Eastern European countries.
