Congress Nears Compromise on Defense Spending Bill
The House and Senate are nearing a compromise deal on the fiscal 2026 National Defense Authorization Act, with the policy bill set to be voted on in the coming weeks. The NDAA focuses on defense acquisition reform and consolidating program-specific acquisition executives, with the goal of fostering a more risk-tolerant defense acquisition culture at the Pentagon. Rep. Rob Wittman, a House Armed Services Committee member, said the bill is making progress and will be finalized by the end of the week, with the final vote expected in early December. The Office of Strategic Capital will leverage private equity investments to support R&D, and the bill includes provisions to extend the posting period for Portfolio Acquisition Executives from three to six years. According to Wittman, Congress must also change its oversight approach to program management to support a more risk-tolerant culture. Breaking Defense.
